That's a pretty big plot hole that many seem to overlook. Logically speaking, it doesn't make any sense that Yuri and Evan knew an Irregular was entering the Tower. I haven't seen anything anywhere that explains how she knew either.
Then again, if Yuri hadn't been there, the story pretty much would have ended instantly with Baam being killed by the White Steel Eel. When you think about it, Yuri is like a walking Deus Ex Machina; every time the situation looks lost, Yuri appears to save the day.
There is a theory Repellista is behind it, but all we can do now is speculate. If anything, Yuri's appearance permitted for the story to begin, and Baam to move up, there might have no deeper answer behind this.
That's a good question. Given how highly rankedYuri was, it seems odd that she would be on the first floor. The only explanation for it is that Yuri was told or manipulated by a third party to go to the first floor to find an Irregular, one her guide Evan probably does not know about. Most of the main cast so far is being manipulated by some other party, whether its Gustang or FUG. It would not be surprising if some high level guide direc Yuri there to save Baam from Headon( not that I know why the guy wants to kill Baam in the first place).
I have always wondered about that as well and simply waited for that to answer. I think it might link to why Rachel chooses that day to enter the Tower. Since we have no idea how long both Rachel and Baam arrived at the Base Floor (Baam appeared a bit later than Rachel), I imagine "something" happened (which enables whoever that someone to tell Princess Yuri) and it leads to Rachel, maybe taking it as a sign, to climb the Tower. In Chapter 1, it can be seen that either Rachel might not tell Baam where she was going or she simply saw a sudden sign ("spider thread") and decided to "grab it". Currently, it is just a theory but knowing SIU, he probably has a plot for it.
Moreover, now that I think about it, how does the FUG know Baam has entered the Tower as well? Assuming that elaborate plans were made in Season 1 is for Baam to join the FUG. I mean, if I remember correctly, Evankhell was not "presented" (at the right time as well) which is why Yu Han Sung was able to get away with his plots (e.g. the tests). Also, while Princess Yuri knew about it, I dont think The Ten Great Families knew anything about it since Evan was not informed. So I assume that there is "something" fishy (pun intended) going on since there are too many factors playing.
I'd say there is something "hare-y" (eh eh) behind it.

there were too many odd factors that time not just her meeting Bam. Evankhell wasn't there, that all plan of kidnapping Bam which also included taking advantage of Yuri. Most probably, Headon knew Yuri was coming that is why he put up that kind of test where she would be forced to give him her weapon and then not giving chance to Bam to return it, implying he was aiming for Bam to get a weapon for surviving in next floor. All in all, there were a lot of odd things which weren't explained and are probably connected to Yuri coming to 1st floor and we probably get an explanation for that in future.
The whole elite of the F.U.G. knew of his coming from the prophecy. But they did not know when.
Most likely Yuri Ha Jahad knew about his arrival from Phataminum. Earlier it was said that he, upon arrival at the tower, massacred all the ranker's in the palace, except for her and the king Jahad. Could he tell her:
"After N years, one will come who will change the tower. If you want this change, come the first floor and meet him,"
He could know since he is a Exist.
