Red Garbage Dump (붉은 쓰레기통) is a space hidden between the layers of the Tower, discovered by Zahard and the Great Warriors. The local residents call it the Red Light District.
History[]
After this place was discovered, Zahard suggested that they dump there anything that doesn't serve the Tower in some way, lock up with a key impossible to find and create a hellish place where all those inside stare up in despair at a ceiling illuminated by a red light of death that burns all the trash within. But Po Bidau Gustang was against it.
However, after the incident in which Eurasia Blossom killed an entire civilization and Lo Po Bia Traumerei performed necromancy to try and fix everything, Gustang wanted to erase this event from History and agreed to the plan.
Thus, mechanoids, sorcerers, fundamentalists, guides who suggested the wrong paths, spirits of dead creatures in the Tower, ancestral creatures, and all kinds of beings were pulled there, into the cracks in the Tower. It's unclear whether abstract things can also be thrown in there somehow, since Gustang said he threw history itself in the Red Garbage Dump. It could also mean that he simply threw all the evidence of the crime there, as well as erasing his own memories..
The key open this place is the Zahard's Bracelet that was hidden inside the Hidden Floor. Zahard entrusted it in the care of his Young Data to guard the item.

Po Bidau Gustang said he threw history itself there, with countless facts that he wanted to erase, reaching the goal that deleting memories alone could never have achieved.
Eurasia Enne Zahard revealed to her father, Gustang, that Zahard trapped himself in there.
As revealed by Po Bidau Michel, a majority of the Revolution had originated from this place and many of them are the people or are the descendants, that the Great Family Heads and Zahard had thrown away in this garbage dump.
Structures[]
As revealed by Po Bidau Bellerir, who had successfully traveled in and out of the Red Garbage Dump using Zahard's Bracelet, the denizens of the Red Garbage Dump do not have access the normal technologies of The Tower. As Bellerir stated that the people there have no Pockets. As such, there are a variety of different languages and cultures that ended up developing within the Red Garbage Dump.
As stated by Bellerir, due to there being so many different kinds of civilizations within the Red Garbage Dump, there are a variety of different factions within it. With all of them being in a stated of conflict and are fighting each for dominance. However, ironically, despite being separated from the Tower, the civilizations of the Red Garbage Dump shares the Tower's cultural referral to their leaders; "Zahard". As described by Bellerir, the numerous factions of the Red Garbage Dump all have their own leaders and all of them are called "Zahard", as the word itself within their culture means king or boss (대장, Daejang), the same name used by The Boss.
However, regardless of their resentments and fighting amongst each other, the residents of the Red Garbage Dump all share a similar desire/feeling/goal, and that is to escape from the Red Garbage Dump and inflict their vengeance against King Zahard and the 10 Great Family Heads who imprisoned them in the Red Garbage Dump to begin with.
As stated by Bellerir, the people of the Red Garbage Dump are mechanoids, sorcerers, fundamentalists, guides who suggested the wrong paths, spirits of dead creatures in the Tower, ancestral creatures, and various other things that have been erased/forgotten from the Tower's history and the residents themselves use and developed long forgotten science, magic and other abilities and powers that have long since been forgotten by the Tower's history.[1]
