Shinheuh (Direct Translation; God Sea Aquatic Animals) the Tower refers to all the creatures within the Tower that live and depend on Shinsu. While the literal translation does mean "aquatic animal," in the view where Shinsu is characterized as water and Shinsu fills everything, you are technically always within the figurative sea of Shinsu. Not all sentient beings are considered Shinheuh - All civil society is automatically excluded from this category.
